Solved!

After some searching I found others that were getting an Error 1024

Error on UpgradeHandling --> 1024

In their case it was due to invalid characters in the folder names..

That turned out to be the case in this instance as well.. She had 3 folders with a back slash after the name - foldername\

Renamed the folders and all is well..
